How do you create a legal Pokemon on pokesav, but without an action replay?

Hi, I want to create a Pokemon for my black game of pokemon. I downloaded the black and white version of pokesav, but how do I make it legal? I've tried to look up tutorials on how but they all require an action replay. I personally don't have the money to buy one for my DS. I'm mostly concerned about EV's, PID, SID, and stats. Is there any way I can do this without using an action replay? Thank you~!
