How many small rodents can you have in your home? Is there a limit?

I know there is a limit for dogs and cats but what about hamsters, rats and small rodents? Could I get in trouble if I have 9 rats ( 4 girls and 5 boys in two separate cages) One cage with four girls and one cage with the five boys. and 2 hamsters in separate cages? They all are in cages that have tons of space. I take very good care of my pets and feed them everyday and because im at home all the time everybody gets time out of there cage and spoiled with treats and veggies and fruits. Can I get in trouble with the police if I have this much rodents? Because I don't see it as a problem if I take good care of them. And What can police do if someone doesn't take care of there pets? Take them away? Do they have a right to? Where would they go? What are my animal rights that I have? Please help me answer these questions?
